Quick question about FairTest website

How do I search for an exact phrase like "Bill of Rights" (as in the Test
Takers' Bill of Rights) on the FairTest site?

I'm used to googling, and just putting quotes around the entire phrase.

With the FairTest search box, I don't see how to avoid getting all the
documents that contain all the individual words in the phrase (however
widely separated they might be from each other in the document).
