Quick answer, no not yet for science test/proficiency scores as condition to graduate in CA [and hope to high heavens---NEVER!].
My understanding from state dept assessment officials is that the science requirements for NCLB/AYP will be part of the state's other massive test system, the STAR v. the CA high school exit exam.
Also, maddening, since the STAR tests 4.9 million in math and ELA, Margaret Spellings liberating 2% flexibility assessment [modified but grade level achievement standards---to be graduation worthy] will be used by California for the STAR not the CAHSEE [only 600,000 tests per year, with 100,000 probably denied diplomas in 2007]. This senior year, only 50,000 left trying to pass CAHSEE for 4th & 5th time before June graduation. 22k already spared via lawsuit [Chapman & SB 517].
All together Class of 2006 will sacrifice 200,000 to drop-out crisis...since original 9th grade cohort.
In other words, California will adopt and invest in this new assessment to help more LEAs satisfy AYP [and keep out of hot water---noble for sure] but ignore these 'gap' students when it comes to the deadly CAHSEE, which to date has zero alternate assessments [a violation of both IDEA and NCLB].
High stakes graduation tests are premeditated, systemic child abuse.
