My article 'Beyond NCLB' discusses in general form what an overhauled Elementary and Secondary Education Act (ESEA - currently named NCLB) should include. To reach the conclusions, I briefly consider some of the damage caused by NCLB and discuss the concept of the "educational debt" developed by Gloria Ladson-Billings.
