A recent GAO study reported that since 2002 states have spent $2.6 billion of their own funds on school improvement plus an additional billion federal dollars. People can argue til the cows come home about how the states and the feds should split the tab, but only in the wacky world of ARN can someone advance the bizarre arguments that Quan does below.

It's how cons run the privatization game, by gaming profit and loss. The
only gain that has been made in NCLB is for the test industry, which does not
really need this game to make their living. The BRT continues to lobby for
conformity and dead end choices. It's like oil sheiks and Exxon executives.
Past a certain point, how many more yachts and mansions can one have ? It's
like the Reagan/Bush tax cuts on the backs of the middle class, the Iraq war
and the defense budget on the wallets of future generations and the pensions
of boomers. After a certain point, how much conning is too much ?

Yes, we can afford to opt out. Stop the merry-go-round. It is not helping
the children. Enough with the flag-waving already !!! The children lose
nothing when we stop the testing.
