A Nation at Risk said that Americans have come to expect our schools and colleges "to provide solutions to personal, social, and political problems that the home and other institutions either will not or cannot resolve.." That said, better schools are a worthy end in themselves, no matter the degree of economic advantage or disadvantage of the children

Whose Problem Is Poverty?
According to author Richard Rothstein, if you send two groups of students to
equally high-quality schools, the group with greater socioeconomic disadvantage
will necessarily have lower average achievement than the more fortunate group.
