Replacing the myth that America's schools are failing with the myth that
NCLB is a stealth tool to privatize public education does not seem like progress
to me. Nothing in NCLB implies that America's schools are failing, only
that states should improve them until all their children achieve at high levels,
and that states should work extra hard for schools that serve poor students,
minority students, students with disabilities, and students who come from
homes where English is not the first language.
