I think you can be a successful student and still flunk the test if your first language is something other than English. I have no data, but it seems to me that linguistically, tests are tougher. If the test is multiple choice, especially. MC tests can't "function" unless they can fool sizable proportions of students--even native English speakers--into picking the wrong answers. That likely leads to a subtlety in the language that is beyond those learning it as a second language.
