BUILDING AN ILLUSION OF PROGRESS
Daytona Beach News-Journal Editorial

... The children whom the No Child Left Behind Act was supposed to protect
-- the ones most at risk -- could be worse off with schools under
pressure to increase scores on standardized state tests. Schools lose
federal money when test score averages for their students fall. School
prestige is lost, and state school bonus money as well.

This article is a complete exercise in silliness. NCLB funds schools
according to the number of disadvantaged children they enroll. Schools where large
numbers of children fail to achieve proficiency on states tests are supposed
to get additional resources. Once somebody starts talking about "school
prestige" and "school bonus money" being lost, quit reading right there because
what's coming next will be from way out in left field. And what could be
further out than this: "Creating a new matrix with focus on multiple measures
of progress should be the highest priority." Right, exactly what parents of
struggling kids want out of their schools - A new matrx with focus on
multiple measures of progress.
