The suit alleges that the Department ran the Reading First state funding evaluation process in violation of the open meeting and public disclosure requirements of the Federal Advisory Committee Act (FACA). Had the state application evaluation panels complied with FACA and not operated in secret, many of the well-documented abuses that subverted the Reading First program either could not have occurred or would have been detected years earlier. We have now indexed the entire body of documents, organized them by state, and re-uploaded them to our website, www.citizensforethics.org.
