Pete,

I know you didn't mean it this way, but the phrase you used (see below)
makes it sound like states can opt out of allowing homeschooling, which they
can't (although they can and do regulate it in widely differing ways). You
might have meant "attendance in school" to include homeschooling, but it
wasn't clear.

Also, "all minors" isn't exact, because the typical age ranges for
compulsory schooling/homeschooling don't cover everybody under 18 (it might
be something like age 5 or 6 or 7 to age 16 or 17, depending on where you
live and on when the birthday falls in the school year).

I can't answer any of your questions - I just wanted to point that out.
