Just as the 'solution' to crummy tests for kids is 'better tests,' so
the solution to teacher competency tests demonstrated inadequacy is -
better tests. And of course this report, funded by Gates and published
by the Center for American Progress (sic), also supports judging
teachers by student test scores - only, those 'bettter' tests....
