I'm pretty sure NLCB does NOT require a performance based test like
WASL, but it is permitted as long as that's that Terry Bergeson
says, and the legislature is OK with that. Somehow, we need to let the
legislature know that WASL is completely unsuitable as a standard for
100% of children to meet.

Unfortunately, a norm-referenced test, which by definition always
produces some number of students under any chosen performance level is
also unsuitable for a law that demands 100% passing.

The real problem is that it is insane to specify ANY standard for 100%
passing when the reality is that there is a bell curve of ability and
how Bush and friends got talked into this piece of garbage is .. well
not that surprising.

The progressives need to stand up for the original meaning - which is
that education is NOT always about "high standards".
