The December issue (print edition) of Substance was mailed December 7 at 3:30
p.m. from Chicago's business mail entry unit, main post office, periodicals
rate.
That means all subscribers to the print edition should receive the December
Substance by Thursday, December 14 (although if the regs were followed, it
would arrive Monday, no later).
Substance has faced two very serious attacks from government in the past four
months. In September the IRS seized the money we had in our bank account to
pay for the printing and mailing of the September issue. Neither the bank nor
the IRS told us that was happening.
In October, Substance was left behind ("no newspaper left behind") at the
post office and the October issue (mailed October 20) did not arrive to most
subscribers until after we sent a letter to every subscriber about the November
issue being delayed (November was mailed November 10).
Many of the people who received our late November First Class mailing about
the November Substance talked about the problem with their mailman and suddenly
the November issue arrived. Then, after that, the October issue arrived, too
(at times, after December 1!).
This isn't the first time in U.S. history that the government has targeted a
publication and it won't be the last. We're just documenting it.
So, know if you are a subscriber to Substance's print edition that your
December issue is in the mail. And when it doesn't arrive within the seven days
required by law, let me know and we'll continue complaining.
