Actually, all you have to do is read the first few pages of Richard Rothstein's Oxymoron article (I haven't read the summary in Ed Week, but imagine that works, too). Interestingly, in her presentation at Checker's conference last week, Diane Ravitch said she'd thought it was idiotic from day one. Diane, by the way, was charged with summing up the day. Well, she said, choice isn't working, supplementary services isn't working and restructuring isn't working, at least not the way the framers hoped restructuring would work. So none of the tools in the NCLB toolkit are accomplishing anything. Jerry
