Interestingly, in her presentation at Checker's conference last week, Diane Ravitch said she'd thought it was idiotic from day one. Diane, by the way, was charged with summing up the day. Well, she said, choice isn't working, supplementary services isn't working and restructuring isn't working, at least not the way the framers hoped restructuring would work.
