Forgot to mention--you write "Paul tough's article argues that the choice provisons have led to promising developments like charter schools and particularly KIPP schools." That's an erroneous line of argument and Tough doesn't make it.

KIPP is independent of NCLB. KIPP got started in 1994 and its big break came in 1999 with a $15 million grant from the Gap people. NCLB did not make charters possible either. Charters got off the ground in 1992 and were well established in most states (more than 2500 as I recall), by the time NCLB came along.
