Not a bad idea for schools (MassCARE and Mass Teacher Assn ideas are similar to accreditation as part of its accountability proposals). (see

But who said that? Why Secretary Spellings, but about colleges, retreating from her rather more pro-test and standardization approach after being chastised by Congress. Cited in a Chronicle of Higher Ed article
