This is part of the tired idea that history repeats itself and nothing changes. Not true. Kids today are different!

Limiting education reform to raising good-old-fashioned test scores on basic skills keeps American education, and America, from living up to its full potential as we enter the new millennium. We need schools that cultivate the new, must-have attributes for a more vital future: creativity and the ability to form close human relationships. Test scores on skills-and-knowledge go up in direct relationship to the presence of innovation and human warmth in the classroom. Holding a school accountable without giving it the freedom to be responsible is a no-win situation. If the spirit of innovation is absent and relationships are shallow and stereotyped, it will also be obvious why tests measuring basic skills and knowledge are low. That's like pushing a car down the street instead of first putting gas in the tank.
