I don't know if there are any studies with "data", but it is a particularly
bad idea, because you are rewarding teachers for working in wealthy
districts where students tend to get higher test score numbers. Talk about
differentiated resources in reverse. In states where this has been done, it
also (I believe) tends to add to the incentive to game the system in various
ways to make your school look good. This is true even if the tie bonuses to
score increase rates, rather than raw numbers (a la Sanders). It basically
makes the teachers view low-scoring students as barriers to bonuses. What a
healthy outlook for an educator to have!

W. Edwards Deming said this about merit pay. I can't recall the exact
quote, but he said performance cannot be measured. The system determines
performance. You might as well reward the weatherman for a sunny day.

Another good quote from Deming is that "the most important numbers in any
business are unknown and unknowable". It's pretty clear this applies to
numbers meant to be representative of teacher competency and student
learning.
