I was at a conference this past weekend -- one held by Nat. Conference of
State Legislators -- at which a speaker, speaking mostly to state
legislators -- said, and this is a near quote, referring to the new federal
ESEA legislation:

"Tony Soprano just took over your state's education system. He bought 10
percent and now will tell you everything you have to do for the next 12
years" -- the time at which all children will be proficient on state tests
- or else.
