This question isn't phrased very clearly.
Does he mean how many "high stakes" tests is little Johnny confronted with
each school year? Or how many kids are subjected to a high stakes tests
every year?
You could do a rough estimate state by state if you can get figures of total
enrollment and divide by how many grades are tested, (e.g. in a state with
200 thousand students in public schools, testing in years 3, 5, and 8,
divide 200,000 by 3/13) but an accurate number is probably impossible (aside
from having to get actual grade-by-brade enrollment data, which is bound to
be inaccurate, you'd have to find out how many children were excluded from
testing in each school in each grade).
So the simple answer is, "way too many."
