Did anybody notice that 10% of "gifted" children, that is,
those in the top 5% did not pass their "standards" test?

The goal of NCLB is 100% pass, but if gifted kids can't even
pass this hurdle, what does that make the goal for everybody???

That compares with 25% of high schools students who qualify to
take college level course who do not pass WASL.

That's why we have to pass everybody who tries, and just use
test scores for ranking purposes only.
