Bill Deming is probably turning over in his grave if he knows some of the
things that have been done to employees in the name of TQM, CQI... He did
believe in quality circles and employee empowerment, as I recall, as a way
of increasing the value-added in an organization. It may be a little
cynical, but I think the outcome has really been about micromanaging the
behaviour of employees, and identifying potential dissidence, for greater
social control. He was an engineer, [efficiency expert]
after all, and probably no friend of the democratic sensibilities displayed
in this forum. It is probably worth teasing out the links between TQM and
the quality education network that spawned accountability, performativity,
and high stakes testing.
