Our state budget (Oregon) is facing massive cuts due to the economic
slowdown. One of the plans floating around is to use the ~$50 M from the
Bush bill to backfill the general fund for K-12 (because of property tax
limitations, the vast majority of K-12 funds comes from the state, not local
souirces). Yet my casual read of the FairTest summary and the general press
is that the ed. funds in this bill are targeted funds and targeted
specifically at Title I schools or individuals targeted for assistance. You
can't just pour these Fed Funds into the general funds hopper and allocate
them to all schools.

Am I right?
