People who don't want to spend money on schools will not want to spend
money on schools no matter what the test scores are. Forget 'em.

Have you ever sat in community information meetings for bonds and/or
levies
and listened to voters ask why you think you deserve more money, when
your
test scores are so low?
And that was before WASL, when people were just thinking the 49% on
CTBS was
failing.
