School staff take childrens' emotional and behavioral needs every bit as
seriously as they take their cognitive needs. These things kept coming
up over and over when I was talking to them about their programmatic
response to NCLB. At first I was puzzled, too.
The more I think about it, the more I like it.

Another question comes to mind: Is the Job Corp you mentioned one of
the
things initiated because of NCLB? It doesn't sound like something that

would directly impact test scores, so that's why I wonder. And if it
doesn't directly impact test scores, why would NCLB provide the impetus

for it? sounds like something that could have been done before.
