I did not say that struggling students never got extra help before NCLB
came along, in fact I said programs were already in place.

What you did say was:

"I have just completed a round of visits to four Vancouver schools

This says, that without NCLB the struggling students weren't getting
extra
attention. 99.9% of those who read this would make the assumption
that, as
Rick says, "you [are]trying to
tyell us that the staff in your district was doing nothing special" for

struggling kids, until NCLB paved the way. Maybe it's just that you
didn't
explain your answer using words AND pictures? NCLB may be like a WASL
math
problem, if we're really lucky, we can get the wrong answer and still
get
points if we explain ourselves well enough.
