Perhaps we were just reacting to what sounded like the old, "Before standards
nobody had any," line. It's old and tired. And it's spewed liberally left
and right.

Before Standards-based accountability was started by the governors, Business
Roundtable and whichever president is in need of a domestic policy that will
get some press, we had no:

a. focus
b. curriculum
c. math wars
d. parental involvement
e. reading plan
f. principled principals
g. teachers who care
h. 5 curriculum and assessment positions in every district
i. "Volunteer" A+ commission with a $700,000 budget (I think that's what it
was)
