Arthur ... The idea of setting standards is to set them to what they
should be. If you set them after you see the results, you are setting
them to the results, not to the standard. At least that's the idea.
Should their be some iteration in the process? Probably.

For WASL, those who set the cut scores

1. are NOT told what % of students got the right answer
2. are NOT given the opportunity to even check if the question is
is even aligned with the standards or specifications
3. the pass point is set AFTER the students take the pilot test
4. when the % of students who passed was too high, the testing company
was told to rescore everybody anyway until at least 50% of students
were declared below standard.
