Winerip assesses Race to the Top - dirty work is done at the bottom

NYT's Michael Winerip evaluates Race to the Top as bureacratically 
brilliant - and an educational nightmare. He focuses on the "need" to 
evaluate every teacher, such as a band leader. He points out but does 
not dwell on how the feds got what they wanted for so little money - in 
NY's case, about 3/10 of one percent of the state's annual education 
budget. I don't know the  what extent do state leaders do this because 
they want to do it anyway (that is, they think like Duncan's gang), or 
because they are desperate for money even though, rather certainly, this 
madness will cost far more than any state will get from the feds.  Of 
course, if it is used to lower the cost of the teaching force, perhaps 
they can save money...

Now the House ed comm wants to make this mandatory as a part of ESEA, 
just as the Obama admin seeks to do.
