Hey, Pete, this is progress. The Department had never got around to analyzing the NAEP charter school data until months after the AFT scooped them on it. And it held another charter school study by SRI until the Times used the FOIA to get it. It commissioned a study of bi-lingual vs. immersion programs and then decided not to publish it--handing it back to the researchers to publish and thereby giving the Department the option of deniability. At least in this case the Department didn't hire Armstrong Williams or John Stossel to diss it. Jerry
