Writing in the stream-of-consciousness worked pretty well for James Joyce.
It does not work so well for you. Maybe you just don't have the
cross-referencing thing down, and are getting confused in the same way you mixed up
Harvard and the NAACP. In any event, NCLB requires states to pour resources into
their schools and shake them up until all their students achieve at high
levels. That seems to be driving you into a kind of frenzy, but it seems to me
that reasonable people would think that is a great thing.
