I don't have any information on that particular quote, but I do have  another 
doozy that might be useful.  McGraw-Hill's scripted Open Court  Reading 
program has been implemented in the most heavy-handed way  imaginable in Oakland. 
Open Court "coaches" (often referred to as the Open  Court Police) and 
administrators have consistently drilled into teachers that  they must stay on pace 
and never ever deviate from the script. One teacher who  responded to a 
student's question during a lesson in a creative fashion was  sharply reprimanded 
afterward by her principal. When the teacher protested that  it was a teachable 
moment, the principal replied, "There are no teachable  moments in Open Court." 
 
Since Open Court is closely related to NCLB and high stakes testing, this  
might be something you want to use. If so, I can get more specifics about  
exactly where this was said, what the grade level was, etc.
