including severely developmentally disabled kids? No exceptions, not even the
2% that Spellings is willing to give? This is trash.

I am not surprised to see Ed Trust in this mix. But why La Raza?

La Raza hears from Hispanic parents and from other parents how schools have under-estimated and consequently under-served their children. La Raza also knows that states are not falling all over themselves to spend more money on behalf of language-minority children. La Raza and the other groups in that coalition know and history teaches that if the door is open to leaving children behind, surely they will be left behind.
