I do not know what you mean when you say that "NCLB presents a fake 'choice' ". From what you have said about NCLB over a long time, I suspect that you don't understand NCLB at all.

Madeline Will testified before the Commission on NCLB as the mother of a child with a severe developmental disorder and as an officer of a national organization that advocates for such children. She testified to her personal support and the support of her organization for NCLB's requirement that schools hold themselves to high standards for all children.

In fact, she said that NCLB is one of the best things for children with disabilities in a very long time, because it counteracts the pernicious effects of low expectations for these children and because it serves as a bulwark against those who won't accept responsibility for them and those who don't want to do the hard work required for these children. Pretty powerful and down-to-earth testimony from the parent of a child with a disability and something that needed to be said.
