Thanks to those who responded, esp. Erwin Morton, I was able to find the quote which was "Kids are not tested on whale watching, so they're not going whale watching." It was uttered by then-Ravenswood, CA supt. Charlie Mae Knight and sent to ARN from Peter Faruggio. It's was originally in the SF Examiner, March 20, 2000. The URL appears to be defunct. I got it from the ARN archives just by inserting whale-watching and "ravenswood school district" into Google.

Some years ago, a principal (I think) in California (I think) was asked why the class wouldn't be making its annual whale-watching trip and said "Because whales are not on the test." I'd like to use this, but can't remember where it's from and my initial googlings didn't find it.

Anyone remember?
