expanding high school testing is a no go in the House. I had a conversation on specifically that point with Miller about 16 months ago in passing in a restaurant, and he told me that it wasn't going to happen.

They are both on HELP - what do you expect will happen to their proposals. Is it a negotiating position? Do they have solid Republican support for the proposal? Is any part of their proposal likely to draw any Democratic support?
