I doubt expansion of testing will go anywhere. And I'd be surprised if they delete the 'other' option. I think it mostly represents a block of some Sen republicans (and will be in house too) that will vote in committee against most changes we would want. No surprise there. Whether trading can go on, I do not know - I expect many Dems will support opening doors to merit pay, as Burr does, so they may not even have to trade to get it!

expanding high school testing is a no go in the House. I had a conversation on specifically that point with Miller about 16 months ago in passing in a restaurant, and he told me that it wasn't going to happen.

They are both on HELP - what do you expect will happen to their proposals. Is it a negotiating position? Do they have solid Republican support for the proposal? Is any part of their proposal likely to draw any Democratic support?
