As of January 25, 2005, 46 organizations had signed onto the Joint Statement on NCLB including the NAACP. As of April 8, 2008, that number climbed to 144 signers. Any individual who uses the needs of urban black or hispanic youth as proof that NCLB is a success is manipulating the generic goal of NCLB with which noone disagrees and attempting to make it appear as if it is synonymous with the NCLB means to achieve that goal.
