North Carolina's writing tests are so difficult and the scores are so
consistently bad that they are thinking of counting the scores only 80% as
much as they count the reading and math scores when they figure out how
schools are doing.

Of course, the idea of *changing the test* doesn't seem to have occurred
to anyone yet...
