Teresa,

FERPA specifically disallows the use specific personal information, or the use
of cross-referenced information on children taking tests unless the parents
have agreed to the test in writing. It seems that NC needs to get specific
permission to give their tests from each and every parent if they are requiring
social security numbers on those tests!!
