"This kind of case touches a very raw nerve," said Stephen H. Sumida,
a professor of American ethnic studies at the University of
Washington in Seattle
(Asians are a growing force in U.S. science and technology.)
"Asian Americans urged to boycott government labs."
"Objecting to what it sees as racial discrimination, a national
organization of scholars and educators has formally called
upon Asian Americans to boycott federal nuclear laboratories
by not applying for jobs there."....
..."Because Asians and Asian Americans account for more
than a quarter of all doctorates awarded in science and tech-
nology by American universities each year, the effect on the
federal laboratories could be serious if young scientists
decided to heed the resolutions."

NY WILL REQUIRE ALL TO PASS 5 REGENTS EXAMS TO GET DIPLOMA
z42\clip\2000\06\regny.txt June 2000 Observer Dispatch Utica
http://www.uticaod.com/statenews/statenews.htm Higher standards led
to tougher Regents tests By ANNY KUO The Associated Press The
department is phasing in the passage of one new Regents exam each
year as a requirement for graduation. Seniors who entered high
school in 1996 are the first subjected to the new mandates: They must
pass the English Regents examination with at least a score of 55
percent to receive their diplomas this month. ...will have to pass
five separate exams - in English, math, global history and geography,
U.S. history and a science - to graduate in 2003. And by 2005, the
two-tiered diploma system - a local diploma for a score higher than
55 and a Regents diploma for a score higher than 65 - will be
eliminated.

Writer Thursday , June 1, 2000 ; V01 As concern grows that Alexandria
elementary students need more supervision and educational
opportunities, the city and its public schools have announced plans
to open a before- and after-school child-care center that might
eventually serve as a model for the city. City and school officials
also said they were concerned that many Alexandria students might
need help passing the state-mandated Standards of Learning tests.
PRINCE GEORGE PAPER RAPS MSPAP STATE HIGH STAKES TEST
z42\clip\2000\06\msp.txt editorial from Prince George's Journal
Newspaper, Opinion page Editor. 6/7/00 A lesson learned? Many refer
to MSPAP as a standardized test, but that's really a misnomer.
Because of its heavy emphasis on writing, MSPAP scoring is inherently
subjective. Teachers have also long complained MSPAP questions are
often just too difficult for the grade level being assessed. The same
goes for the math portion, with its heavy emphasis on probability, as
opposed to calculations. For instance, a third-grade MSPAP math
question showed several circles cut into different portions of
varying sizes, asking which one was ``fair," meaning equally divided.
Is this really an appropriate question for kids still struggling to
learn their multiplication facts? Not surprisingly, not a single
child in that class got the answer right.

MCAS history test is not only silly, it's racist
By Derrick Z. Jackson, Globe Columnist, 6/7/2000
The difference between a diploma and doomsday cannot possibly come down to
a byzantine trivial pursuit. That is, unless you can make the implausible
case that six or seven years from now, when these students are trembling
job applicants, that their bosses will look them dead in the eye and
actually ask:

LAKE WASH BOARD ADOPTS OBE GRADUATION REQUIREMENTS DESPITE PROTESTS
Redmond WA June 5, 2000 Parents including Arthur Hu, Ann Cronin,
Julanne Burts, Sandy Elliot lined up to condemn the imminent adoption
of the "performance based" (which they insist is not the same as OBE)
graduation requirements. Of course, it was delayed to the end after
the cute show and tell presentations and awards so nobody else was
around to see it. They require a laundry list of documents and
projects, including senior project, school to work assignment and
community service, on top of WASL test to get one of 3 levels of
diploma, with the highest requiring passing several AP tests. I
mentioned that no college or employer is requiring any of this, and
this isn't because a bunch of angry parents demanded it, instead the
angry parents are demanding that they not do this, and I warned that
Littleton Colorado parents threw out the school board over a similar
policy. Sandy said she would be among the first to call for a recall
of the board. Other parents said they attended the meetings but felt
that no parent input mattered. The board said that plenty of people
supported it, it was about time that the "ship did it's turn" since
Elizabeth Dole came out with the SCANS report, we don't expect
companies to work the same way as they did 30 years ago, and the STW
wasn't the same as tracking students into specific jobs like they do
in Germany. So we'll all have to wait for the train wreck before we
can drive out the rascals. It's all too common for a bunch of
disgruntled parents or teachers to show up over an issue that the
board will just totally ignore and go ahead anyways.
