This could certainly come about, but it would increase the costs of
assessment enormously if tests had to be constructed from scratch every year. Are you
willing to pay the extra costs? I'll bet most taxpayers are not. However,
perhaps there is a workable middle ground. The tests could be reviewed by a
blue-ribbon panel, and if any problems are identified, solutions could be arrived
at before the results become official. Would that satisfy you?
