Your school is not being "restructured" because of the results of one test.
Your school is being restructured because for six consecutive years too many
students failed to achieve well enough. The Commissioners know the rules.

That being said, I do not think that telling the Commission that teachers
cheat is a very convincing argument for scrapping NCLB.
