AYP comparisons by state

My sister, a teacher in CA, insists that all states have to make the same
AYP benchmarks. It is my understanding that the 2014 goal of 100%
proficiency is set for all states, but the benchmarks along the way are set
by the states. I have found evidence to support my point on the ed.gov site
and aft site. I am looking for a compilation of the states' AYP goals, that
shows how the different states are setting their AYP benchmarks differently
across the country. I seem to remember seeing that on this list at some
time, can someone help?
