You're right on this one, Diane. Some states have plans that
required them to make a certain amount of progress every year.
Others--a majority have plans that allow two or three years
of no progress followed by a spurt. CA is one such state.
I believe Bob Linn gave a couple of examples in his 2003 AERA
presidential speech which then appeared in the October 2003
Educational Researcher.
There must be a compilation somewhere, but I don't know where.
Each state had to turn in a plan for USDE to approve and it
would be there, but you'd need to see each state's plan.
Maybe the Education Commission of the States has something.
