However, when asked, how do I explain the difference between a public school
(which receives a charter (permission) to operate and a "charter school"
which obtains a charter (permission) to operate.

Joe Bo ... All charter schools are public schools. Chartering is a way of organizing schools. A charter may be granted to an organization that creates a school where none existed before or an existing public school could be reorganized as a charter. Charter schools are required to adhere to fair and nondiscriminatory enrollment policies, just as other public schools. I don't know what you are looking for in the rest of your list. But may I suggest that instead of trying to figure out charters from first principles you investigate your state's charter law and investigate local charter schools.
