I think the reasonable answer here is that it is neither.? The setting of standards is essentially a process of judgment and while we have some ideas about how to set standards systematically we really don't have very good ideas of how to check on their reasonableness or adjust standards once we have set them.

and % proficient is a matter of rigor or machismo.
