 Hold the phone.? You're saying that the government wants NAEP to make schools look bad at the same time that the Secretary of Education is using NAEP to say that schools are improving?? Somebody please send me a map so I can keep track of these conspiracies.

Seems to me that makes them still provisional, whatever the label might be. 
I was asked by a staffer whether this issue should be raised. My fear is 
NCES or NAGB or whomever will 'finalize' the current levels since they 
perform the useful political task of making most states look bad.?
