As the lawyer joke goes, this would be "a good start". However, just
abolishing test secrecy and opening up the process to the public is not
enough. Public input continues to be ignored even in the states where
tests are not secret, because people in charge think they know better
than the rest of us.
The know-it-alls are the ones in the greatest need of education.
