A virtual charter school would fall under the aegis of NCLB.
Charters have been unaccountable to states largely because
states have been reluctant to enforce accountability and
because the contracts have been vague about what the schools
have been accountable for. Off hand, I can't see anyway the
virtual charter could avoid the AYP provisions of NCLB. The
worry over reducing education to test prep is legit for a
variety of reasons as partly outline by Bob Sternberg in last
week's Ed Week.
